Pembina Institute Calls for Changes to Bill 46 (Alberta Utilities Commission Act)

Bill Needs Major Amendments to Protect Citizens’ Rights to be Heard

CALGARY - Today the Pembina Institute adds its voice to a growing list of outraged landowner and environmental groups that say that Bill 46 will eliminate or reduce Albertans’ already-limited rights to participate in important decisions about energy development. The Pembina Institute is calling on Premier Ed Stelmach to make major changes to the Bill and to demonstrate that the government respects public input by convening a public hearing before an all-party committee of the Legislature.

Bill 46 is the Alberta Government’s proposed legislation to shift the regulation of electrical transmission lines and other utilities from the Energy and Utilities Board (EUB) to a new Alberta Utilities Commission. "The legislation does not stop at the division of responsibilities between the two agencies. It also includes a series of changes that would significantly limit public involvement in energy decision making," says Steve Kennett, Senior Policy Analyst at the Institute. Read More

<div class="flexinode-body flexinode-1"><div class="flexinode-textarea-1"><div class="form-item"> <label>Description: </label> <p>Rocked by scandal, the decision-making process for major electricity projects under the Alberta Energy and Utilities Board (EUB) will be restructured in the November sitting of the Alberta Legislature if Bill 46, the Alberta Utilities Commission Act is passed into law.</p><p>But this new law will reduce the requirements for public notice of major power projects; make it harder for the public to participate in public hearings; and award the new commission broad, court-like powers to compel persons to appear before them, to compel incriminating testimony, and to jail people for contempt.</p> </div> </div></div>
