Alberta’s New Micro-Generation Regulations for Renewable Electricity

On January 1, a new set of regulations went into effect to make it easier to connect your PV, microwind, or other alternate electricity micro-generator to the grid and to sell your excess electricity to the grid.

Gordon Howell is an electrical engineer specialising in the design and development of grid-connected solar electric (PV) generating systems. His passion is communicating with people and empowering them to prepare for the energy and environmental issues now upon us; and to understand how PV systems can provide them with their own electricity. In 1995 the solar PV system on his house (sponsored by Edmonton Power and Natural Resources Canada) was the first one connected to the grid west of Toronto and the 12th one in Canada.

Through this project he encountered many barriers with Alberta’s regulators and electric utilities in connecting PV systems to the grid.  Since then he has spent much of his time uncovering, identifying, and working with the government, regulators and electric utilities to resolve and remove the barriers.

His work with the International Electrotechnical Commission on international solar PV standards has helped him understand how other countries have resolved the same barriers.  With this, he has participated in committees to update Alberta’s grid connection process, update the CSA’s Canadian Electrical Code and set up the CSA standard for grid connection of micropower systems in Canada.
