Call for Delegates: Performance Measures Sub-committee, CASA

CASA is Alberta's most prominent collaborative forum for the successful development of multi-stakeholder environmental policy recommendations. This success is built on the strong participation of environmental groups in CASA, and the inclusion of important structural features such as balanced representation, stakeholder support, Alberta Environment's commitment to champion consensus recommendations, and sectoral representation and self-selection.

Recent events have led to ENGO vacancies on CASA committees and project teams:

  • Ambient Air Quality Objectives Priority Setting Workshop Organizing Committee
  • Airshed Membership Review Committee
  • Electricity Five-year Review Project Team

Communications and Performance Measures

CASA Communications Committee and Performance Measures Sub-committee each offer an entry-level introduction to CASA while performing an important operation function for the organization and requiring easily transferable skills. AEN members with experience in public awareness/marketing, and performance indicators are encouraged to apply to serve on these CASA committees.

Call for Delegates: AWC Sector Plan Monitoring Working Group

The AEN has received a request from the Alberta Water Council to identify an ENGO sector participant for the new multi-stakeholder AWC Sector Plan Monitoring Working Group. This working group will support the sectors preparing and implementing Conservation, Efficiency and Productivity (CEP) plans during the first three years of implementing the Alberta Water Council CEP recommendations.

Deadline to indicate interest is morning of October 6. The first meeting will be the week of October 22.

As a key action of Water for Life, the “Water Conservation, Efficiency and Productivity Sector Planning Final Report” (please see the attached document) was given final approval at the September 16th Alberta Water Council (AWC) board meeting. Recommendation 23 in this report asks the AWC to establish a new project team that will receive CEP sector plans, provide advice to participating sectors, and review the effectiveness of the CEP sector planning system, overall.

Recommendation 23 indicates that the following sectors should participate on this team:

  • Seven priority sectors
  • Alberta Environment
  • Other stakeholders

To effectively support the sectors preparing and implementing CEP plans during the first three years, the AWC is moving quickly to develop and approve a project team Terms of Reference (ToR) so that this team can begin its work in supporting the participating sectors. AWC is optimistically shooting for a working group to come forward with a draft ToR at the December 2008 Council meeting.

Call for Delegate: CEN National Council

AEN Representative on the CEN National Council

The AEN is a regional affiliate of the Canadian Environmental Network (CEN) which is a Canada-wide network, parallel in structure to the AEN, and working on environmental issues at a national and international level.

As a regional affiliate, AEN is entitled to name a representative to the CEN's National Council, a body of delegates that participates in all general meetings of the CEN and elects its board of directors. For detailed information on the CEN's National Council (NC), board and executive committee and their responsibilities please see:

AEN's outgoing NC member, Andrea Waywanko, has completed her second consecutive term on the council (the limit under CEN bylaws). AEN and CEN members alike are grateful for Andrea's service to the networks.

Call for Delegates: Water Allocation Transfer System Upgrade Project Team

Call for Delegates: Athabasca River Water Management Framework

Phase II Decision Making Committee

The AEN is seeking 2 delegates and 2 alternates for the Phase II Decision Making Committee.

Purpose: The overall purpose of the committee and process is to develop a long-term water management framework for the Lower Athabasca River. The decisions regarding the Phase II Framework and any additional related recommendations of the planning process will be forwarded directly to Government regulators for final approval. The recommendations will also be forwarded as a deliverable to the CEMA Surface Water Working Group.

Membership: Membership on this committee is open to non-CEMA members. It is expected that participants will agree to the process guidelines already developed for committee participation. Call for Delegates: Alberta Municipal Water Conservation, Efficiency and Productivity Plan

The AEN has received a request from the Alberta Urban Municipalities Association (AUMA) to identify an ENGO sector participant for a Multi-Stakeholder Team to guide the development of the Alberta Municipal Water Conservation, Efficiency and Productivity Plan.

AUMA is currently developing a water conservation and efficiency plan for the municipal sector in support of Alberta’s “Water for Life” strategy. Once completed, the plan will provide tools for Alberta municipalities to develop their own comprehensive water conservation and efficiency strategies, and identify targets for improvements to water conservation and efficiency in Alberta’s municipal sector.

Development of the plan has been underway since January 2008 and the plan is expected to be released in January 2009.

Work has commenced on the first draft of the plan and input from a Team of Experts, the AUMA Sustainability and Environment Standing Committee and a Multi-Stakeholder Group will lead to the development of a final draft in November. At that time, there will be a water workshop to share the key points of the plan with AUMA members and to establish targets for water conservation and efficiency in Alberta municipalities.

Call for Delegate: ARMA Board of Directors

Delegate selection for the ENGO director for the Alberta Recycling Management Authority — ARMA is the multi-stakeholder board governing Alberta's tire, electronics, and paint recycling programs. The ENGO director will serve on the board proper and one of the board's sub-committees (e.g., audit or assessment).

Call for Delegate: Clean Air Strategic Alliance Board of Directors

The Clean Air Strategic Alliance (CASA) is a multi-stakeholder organization made up of representatives of industry, government, and environmental organizations which develops and recommends strategies to assess and improve air quality in Alberta.

It is governed by a board of directors who are appointed by their sectors in accordance with the principle of sectoral self-selection. There are six ENGO representatives on the CASA board; nominally three board members and three alternates, but alternates have the same participation rights as the primary members.

At the 2005 AEN general meeting, AEN members established a policy of requiring renewal of ENGO board members and alternates on three-year terms.

At the 2007 AEN general meeting, in accordance with this policy, one CASA board member and alternate will stand for re-election to the CASA board. At this time, any other qualified AEN member may also stand for election to the CASA board.

Call for Delegate: BCMB Regulatory Review Workshop

The BCMB is completing its regulatory review process with a workshop on program governance to be held June 2, 2008 in Edmonton. This is in follow-up to the submissions to The Standing Committee on Resources and Environment in September 2007 and the committee report issued in November of that year. One representative of the caucus has been invited to meet with other program stakeholders to assess potential governance options.

Call for Delegate: Ambient Air Quality Objectives Stakeholder Advisory Committee

Alberta Environment has the responsibility (under EPEA 14(1)) to develop ambient air quality objectives as one of the key components of the air quality management system.

The Multi-Stakeholder Group (MSG) for PM and Ozone was established by CASA in 1998 to provide input to Alberta Environment on the development of a CWS for particulate matter and ozone. In its final report, the MSG provided advice on the level, form, and application of the CWS, and recommended a plan of action for pursuing air quality objectives and standards in Alberta. Based on MSG's recommendation, a multi-stakeholder priority-setting workshop is held every 3 – 4 years with assistance from CASA to identify priority substances for Ambient Air Quality Objective review and development. Alberta Environment prepares a work plan after each priority-setting workshop to address the priorities.

The last priority-setting workshop was held in October 2004. This Stakeholder Working Group (or Stakeholder Advisory/Working Committee) has been established to assist the Alberta Environment in implementing the 2005 – 2008 Alberta Ambient Air Quality Objectives Work Plan.


The group will assist AENV in carrying out the 3-year work plan (2005 – 2008).


The working group members will advise AENV on:

  • appropriate steps (approaches) for objective development
  • appropriate air quality objectives
  • ways to communicate to stakeholder groups and the public
